Information
Pavel graduated from the Faculty of Law at Masaryk University in Brno in 2007. After completing his legal training and passing the bar exam in 2011, he spent almost fifteen years working in the civil service before returning to the legal profession.
He has extensive experience in the legal profession and in senior positions within the public sector, particularly in regulatory and supervisory bodies. He served as Director of the Legal Department at the National Cyber and Information Security Agency (NÚKIB) and, prior to that, as Director of the Second-Instance Decision-Making Department for Public Procurement at the Office for the Protection of Competition (ÚOHS). He has also long been involved in the decision-making activities of both institutions as chair and member of appeal committees. He has also served as Data Protection Officer (DPO) and designated person for reporting unlawful conduct (whistleblowing). In his practice, he focuses on public procurement, ICT law and cyber security, the legal aspects of public administration digitalisation, cloud computing and the GDPR. For him, law and technology are not separate worlds, but two perspectives on a single whole. He combines an understanding of technologies, technical solutions and the principles of modern IT with a legal perspective on their implications in the areas of public investment, digitalisation and information system security. He holds FIDIC, PRINCE2 and COBIT 2019 certifications.
