Tomáš is founding partner of the law firm Solkind (until 31 December 2025, founding partner of MT Legal s.r.o., law firm). Since the establishment of the Public Procurement Association (AVZ, 2006), he has been chairman of its executive committee. He acted as a consultant during the drafting of the Public Procurement Act in line with new European legislation. He is co-author of an extensive commentary on Act No. 134/2016 Coll., on Public Procurement, published by C. H. Beck in the ‘Velké komentáře’ series (1st edition 2017, 2nd updated edition 2022). He was a direct co-author of Act No. 137/2006 Coll., on Public Procurement, prepared in cooperation with the Ministry of Regional Development, and a co-author of a comprehensive commentary on the Public Procurement Act (ASPI, 2006). He played a significant role in drafting the Methodology for the Award of Public Contracts under this Act. He is a member of the Appeals Committee of the Chairman of the Office for the Protection of Competition in the field of public procurement and, through the AVZ, also a member of the Minister for Regional Development’s Expert Group on Public Procurement. He has long served as a member of the editorial board of the journal Public Procurement in Practice. In 2022, he received the prestigious Lawyer of the Year award in the Administrative Law category, organised by the Czech Bar Association and epravo.cz, a.s. Since 2024, he has been one of the two main academic supervisors of the internationally recognised LL.M. Public Procurement, organised by the Faculty of Law of Charles University and the Association for Public Procurement. He has long been involved in lecturing at seminars, conferences and workshops; he publishes regularly in the specialist press.
